What OS is it running? This is a bit of a weird issue, and did it come with a GPU already that the 1030 replaced? If its getting to the windows screen its trying to boot. To put it all in perspective, my computer in my signature only pulls about 500 watts in game load, I very much doubt yours pulls half as much. It won't be a power issue, that GPU has no external power, and the Optiplex itself won't draw all that much either. That said, lets at least try and get you up and running. 1030's are really just a way of getting more display outputs. That GPU uses very little power, I don't want to be that guy to say it was a waste of money, but they sort of are. Is this due to lack of power? If so, is a bigger PSU/different pc the only option here? When I turn the pc on it just sits at the windows logo. I had done a bit of reading online before buying it and was fairly certain it would still work. The GT 1030 has a power requirement of 300w, but the 3020 has only a 290w psu. Was planning on putting a GT 1030 in it that I had laying around. So I recently bought an Optiplex 3020 for my kid to play light games on.
